After systematic strikes on refineries and oil depots, the situation with gasoline and diesel in Russia no longer looks like a local disruption. According to various estimates, restrictions, shortages, or limits at gas stations already affect more than 60 regions.

↘️ Southern Russia and Routes to the Sea

On the southern route, the crisis is especially visible because of the vacation season. Lines and shortages are being recorded on roads leading to the sea, in Krasnodar Krai, Stavropol, Adygea, and on routes toward Crimea.

The authorities explain the situation by seasonal demand, agricultural work, and logistics. But in practice, gasoline at a number of gas stations quickly runs out, while drivers try to fill up “to the brim” and stockpile fuel.

↘️ Crimea

In annexed Crimea, the free sale of gasoline has effectively stopped. Fuel is being supplied only to state and municipal services that maintain the peninsula’s basic functioning.

In Sevastopol, the free sale of fuel to the public is also being halted. Before that, coupons and QR codes for a limited volume of gasoline had already been introduced there.

↘️ Northwest

In St. Petersburg, limits are in effect at some LUKOIL, Teboil, Gazprom Neft, Tatneft, and Surgutneftegas gas stations: from 20 to 30 liters of gasoline per fill-up, and in some places up to 60 liters of diesel.

In Leningrad Oblast, the authorities acknowledge “localized” problems with fuel availability. In Kaliningrad Oblast, limits are in effect on the sale of gasoline (30 liters) and diesel (60 liters) into one tank. In Pskov Oblast, at some Tatneft gas stations, AI-95 gasoline is limited to 20 liters, and diesel to 40 liters. In Novgorod Oblast, residents report limits of up to 20 liters. In Karelia, some gas stations are restricting fuel sales until a new shipment arrives, while in Murmansk Oblast shortages and restrictions on fuel sales are being recorded.

↘️ Central Russia

Restrictions and shortages affect Belgorod, Bryansk, Kursk, Vladimir, Voronezh, Lipetsk, Tambov, Tula, Tver, Vologda oblasts, Moscow, and the Moscow region.

Measures differ from region to region:

• a ban on filling canisters;

• limits of 20–40 liters of gasoline;

• priority for ambulances, municipal services, and public transport;

• restrictions only at certain gas station networks.

In Moscow and the Moscow region, the authorities do not publicly speak of a large-scale shortage, but restrictions are appearing at individual stations and in individual networks.

↘️ Volga Region

In Tatarstan, restrictions appear after the strike on the TANECO refinery.

In Saratov Oblast, a limit is in effect: no more than 30 liters of gasoline per vehicle.

In Samara Oblast, up to 40 liters of gasoline and up to 100 liters of diesel.

In Penza Oblast, up to 100 liters of gasoline and up to 200 liters of diesel.

In Mordovia, up to 30 liters of gasoline and up to 60 liters of diesel for passenger cars.

Chuvashia, Nizhny Novgorod Oblast, Udmurtia, and Orenburg Oblast are also among the regions with restrictions.

↘️ The Urals, Siberia, and Oil Regions

The crisis is reaching even regions traditionally associated with oil extraction and refining.

In Omsk Oblast, a limit is in effect: 40 liters of gasoline and 80 liters of diesel.

In Novosibirsk Oblast, the authorities are discussing introducing restrictions because of the situation among neighbors.

In Irkutsk Oblast, the authorities are switching to a “manual mode” for fuel supply.

In Kurgan Oblast, a limit is in effect: up to 40 liters of gasoline and 80 liters of diesel.

Restrictions and shortages are also being recorded in Khanty-Mansi Autonomous Okrug, Tomsk, Kemerovo, and Chelyabinsk oblasts, and Krasnoyarsk Krai.

It is especially telling that the limits have reached Khanty-Mansi Autonomous Okrug, one of Russia’s key oil-producing regions.

↘️ Far East and Transbaikalia

In the Far East, the authorities are tightening control over fuel reserves. In Khabarovsk Krai, restrictions are explained by seasonal and unscheduled work at refineries.

In Zabaykalsky Krai, a high-alert regime is in effect. Fuel sales to individuals are limited to 15 liters.
