Prisoners at Moscow correctional center were sold “walks outside” in exchange for money or building a bathhouse, former chief says

Alexander Vateechkin, former chief of a correctional center run by Moscow's Federal Penitentiary Service directorate, said he was fired after uncovering a corruption scheme that he believes involved the directorate's leadership.

According to a court ruling reviewed by The Insider, one of the convicts allegedly allowed other prisoners to leave the facility or transfer from the regions to Moscow in exchange for money. Instead of paying, prisoners could work for free building his bathhouse.

Vateechkin himself was subsequently subjected to an internal investigation. The Federal Penitentiary Service accused him of illegally allowing convicts to leave and backdating documents. He was fired in April. Vateechkin believes his dismissal was orchestrated.

The court refused to reinstate him and did not substantiate the corruption allegations. Vateechkin appealed the ruling to the Moscow City Court.
