Former traffic police inspector says FSB officers tortured him with a stun gun

Early in the morning, FSB and special forces officers came to Vitaly Gimaldinov’s home. He says they began shocking him with a stun gun in the yard, demanding his phone password. They then put him in a car, where they continued to torture him.

Gimaldinov said he hit his head against a wall during the torture and lost consciousness. When he came to, he said, the officers pressed a stun gun against his genitals and demanded that he “admit guilt.” He also said that FSB officers threatened to have his parents fired and told him that he would be “stripped of his manhood” in pretrial detention.

Background

Gimaldinov’s friend and former colleague Viktor Askhaev suspected corruption in the local traffic police. He said a driver had been able to escape punishment for driving without a license because he knew someone with connections to a senior police officer. Askhaev complained to his superiors, but he says his report was destroyed.

Askhaev then contacted the Prosecutor General’s Office, sending a complaint from Gimaldinov’s email account. Criminal cases were later opened against both men: Gimaldinov was accused of taking a bribe, and Askhaev of illegally using personal data.

Askhaev also reported being tortured. He said that during a search, officers pulled down his trousers and tried to insert a traffic police baton into his anus. A court later fined him 150,000 rubles.

Askhaev believes the criminal cases were retaliation for the corruption complaint. Gimaldinov says the charge against him was fabricated.
