Scarlet Swan is a Telegram chat and anonymous movement that, after large-scale internet shutdowns began in Russia, called on people to come out to protest actions. Representatives of the movement submitted official applications to hold demonstrations on March 29 in several cities, and they were refused everywhere. Several people were soon detained.

In mid-April, the FSB reported the detention of seven people who were planning to blow up the car of one of Roskomnadzor’s managers. In the video, an anonymous girl confessed to administering the chat where information about Roskomnadzor employees was published and calls for “violent actions” were made. It later became known that this was Sofia Chepik, a participant in the Scarlet Swan chat.
