Roskomnadzor wants the “effectiveness level” of VPN blocking to reach 92% by the end of 2030
Roskomnadzor demanded that its subordinate enterprise, the Main Radio Frequency Center (GRFC), ensure that by December 31, 2030, the effectiveness of VPN blocking averages 92%. This is stated in an RKN subsidy document dated January 13 (.pdf), which journalist Maria Kolomychenko drew attention to.
“The average effectiveness level of restricting access to VPN-based blocking circumvention tools through signatures is 92.0000%,” the document says.
Kolomychenko notes that it is unclear what exactly 92% effectiveness of VPN blocking means. “Maybe the percentage of all VPN apps available in app stores, or, for example, the share of Russian users who do not use VPNs,” she suggested.
