Ukrainian drones have attacked virtually all of Russia’s largest oil refineries. Which enterprises have not yet come under attack?

The Ukrainian military has been systematically striking Russian oil refineries. By the end of May 2026, not a single major oil refinery remained in the European part of Russia that had not been attacked at least once by Ukrainian Armed Forces drones. Many refineries came under attack several times. As of June 29, Ukrainian drones had attacked only two enterprises not at all, among the largest by oil-processing volume. Both are located east of the Urals, in Omsk and Irkutsk regions. Restrictions on fuel sales have been introduced in both regions.
