Montenegro introduced visas for Russians starting November 1

This is stated in a statement on the website of the Montenegrin government.

The country's authorities said that Montenegro had "fully aligned its visa policy with the European Union."

On July 23, 2026, the Government of Montenegro adopted a decree amending the Decree on the Visa Regime, according to which citizens of countries whose visa regimes had previously not been aligned with the visa regime of the European Union (Belarus, China, Russia, Saudi Arabia, and Turkey) will require a visa to enter Montenegro from November 1, 2026,

the statement says.

It is reported that Montenegro's Foreign Ministry is "actively and systematically implementing measures aimed at mitigating the possible negative consequences of these changes, while at the same time ensuring that the process of obtaining a Montenegrin visa remains as simple and accessible as possible."

Visas will be available "at the nearest VFS visa center." At the same time, the country's authorities announced the development of a "new modern visa information system," through which it will be possible to submit visa applications online.
