Civilian software in the service of the Defense Ministry. How an inconspicuous regional bank manages the war.

When sanctions against Russia are discussed, people most often recall oil, gas, metallurgy, and banks. But the military machine has a less visible part too: digital infrastructure. These are the services through which procurement, reporting, personnel processes, access to closed platforms, and settlements between companies pass.

In that sense, the SKB Kontur group and the affiliated Kontur.Bank look less like an ordinary supplier of accounting software. Documents and open traces show that the company’s services are built into the circuit that serves the Russian defense-industrial complex.

🥸 The first area: work in the occupied territories. SKB Kontur lists offices in the DPR, LPR, and Kherson and Zaporizhzhia regions. Separately important is the Kontur.Torgi service: it helps enterprises enter the state defense order system under 275-FZ and gain access to AST GOZ, the closed platform through which defense procurement is conducted.

🥸 The second: ties to mobilization and industrial infrastructure. Kontur appears in projects related to military registration and the synchronization of data for mobilization planning. In addition, procurement procedures for major sanctioned structures, including Rostec and Uralvagonzavod, pass through its services. This is not about isolated episodes, but hundreds and thousands of procurements.

🥸 The personnel layer. Joint programs with M.T. Kalashnikov Izhevsk State Technical University help train IT specialists for enterprises and design bureaus connected to the defense sphere. This does not look like accidental educational activity: such programs address a very specific staffing shortage in the defense-industrial complex.

🥸 A separate question is Kontur.Bank. In 2022, Kontur’s owners bought Bank Yekaterinburg and created a new financial instrument on its basis. The bank has an unusually high capital adequacy ratio, N1.0, at 115%. For an ordinary commercial bank, this is a strange picture: the capital seems to be held not for a classic retail or corporate model, but for narrower tasks.

The bank’s low public profile also matters. Such a structure can be convenient for settlements by companies that need a less noticeable channel for financial operations, including via SWIFT and in connection with imports of goods that fall into gray supply chains. In the context of the defense-industrial complex, this turns the bank into a potential settlement hub for contractors and related firms.

↘️ Thus, without attracting the attention of Americans and Europeans, SKB Kontur has created a fully import-substituted technological stack for the needs of the Defense Ministry, ensuring Russia’s technological autonomy under conditions of isolation. But, they say in Moscow drawing rooms, not for long.
