According to information from the publication’s sources in the IT industry and the telecommunications sector, this measure is included in the third package of anti-fraud bills currently under consideration in the State Duma.

There was already an attempt to закрепить at the legislative level confirmation of “significant actions” via SMS and the Max messenger in the second package of anti-fraud bills, but in the end this was abandoned. At the time, according to a Forbes source, all of business opposed it except VK, whose subsidiary is developing Max, and telecom operators.

The Digital Development Ministry, in response to a Forbes inquiry, said that “such a measure is not under consideration.”
