For the first time in Russia, a case was opened over a failure to recruit enough reservists to guard a facility from drones

In the Kirov region, an administrative protocol was drawn up against the LEPSE Electromachine-Building Plant for failing to recruit enough company employees into the mobilization human reserve. This became known from a ruling by the Oktyabrsky District Court of Kirov that Verstka discovered.

According to the ruling, at the end of December 2025 the region’s operational headquarters added the plant to the list of strategic sites “posing the highest level of danger” because of the threat of UAV attacks. The authorities decided that LEPSE was to be “guarded and defended” by employees who are part of the mobilization human reserve. The plant’s management was instructed to ensure the required quota for the number of such workers.

As stated in the court ruling, the plant failed to do this. In early June, Judicial District No. 61 of Kirov’s Oktyabrsky District found LEPSE guilty of failing to comply with a decision of the regional operational headquarters (Article 2.7 of the Kirov Region law). The plant was fined 50,000 rubles.

In the appeal, the company’s lawyers said the plant’s management had taken steps to recruit people, but efforts to persuade employees turned out to be “fruitless”. According to the lawyers, no suitable candidates for joining the reserve were found, but the quota has now been fulfilled.

The district court called the defense’s arguments “untenable,” but took into account the “active measures” taken to prevent the violation and the opinion of the protocol’s author, a representative of the regional administration. As a result, on June 18 the case against LEPSE was dropped as insignificant.

At the same time, shortly after publication, the text of the ruling was likely removed from the court’s website. It has been preserved and is now available only in court-service aggregators; on the court’s website, only the case card remains.

🟪This is the first known protocol for failing to recruit enough employees into the mobilization human reserve. Previously, no such administrative cases against Russian enterprises had been reported.
