The city election commission also ordered the territorial commission to reconsider the registration issue.

"The commission found that the TEC itself violated the deadline for notifying me about deficiencies in the documents, and the corrected documents that I submitted should have been taken into account, which the TEC never did. As a result, the commission ordered TEC No. 11 to revoke its decision and reconsider the issue of registering me as a candidate for the Legislative Assembly in District 6," Peslyak wrote.

The activist had intended to get into the city parliament from the party A Just Russia. He was included on the unified party list, and on July 13 that list was certified by the city election commission. Kostrov also wanted to become the party's candidate in single-mandate District No. 1. However, on July 13 he was detained by police officers.

A protocol was drawn up against him under the article on the "display of extremist symbols." The reason was links to Facebook and Instagram in a campaign leaflet from 2021, a photograph of which had been posted in a VKontakte group.

On July 14, by decision of the Leninsky District Court, Kostrov was arrested for 10 days.

"The fact of applying such a punishment entails a temporary deprivation of this citizen's passive electoral right. In such a situation, registration as a candidate is annulled," they commented at the city election commission meeting.
