New People deputy fined over a "mass event" involving 13 mannequins
The Vologda City Court fined local New People deputy Alexander Borisov 20,000 rubles under an administrative protocol for holding a mass event, writes Mediazona.
The event took place back in November 2025. Borisov placed mannequins in front of City Polyclinic No. 2 with signs hanging on them that read: "My diagnosis is a queue, the treatment is an appointment at a paid clinic under compulsory medical insurance," "I've been waiting for an appointment slip to see a therapist for 2 months already, my head is spinning," "I'm a mannequin and I'm tired of standing in line, so how do living people feel?", "I've been standing in line so long that I forgot why I came," "While I was standing in line, the illness became chronic."
In this way, the deputy wanted to draw attention "to the staffing levels of medical institutions and the accessibility of free medical care."
