A factory in the Kirov region was charged over a shortfall in reservists to protect the enterprise from drones. This is the first such case

The ruling by the Oktyabrsky District Court of Kirov against the LEPSE Electromechanical Plant was found by Verstka.

The document says that at the end of December 2025, the region's operational headquarters included the enterprise on a list of strategic facilities "posing the highest level of danger" because of the threat of drone attacks. The plant's management was therefore instructed to ensure the required quota for the number of such workers.

That requirement was not fulfilled. As a result, Kirov's 61st Magistrate's Court of the Oktyabrsky District found LEPSE guilty of failing to comply with a decision by the region's operational headquarters. The enterprise was fined 50,000 rubles for this.

This is the first known charge for failing to recruit enough staff into the mobilization manpower reserve, Verstka notes.
