The state-owned joint-stock company Krymekoresursy, which is responsible for garbage removal across most of the annexed peninsula, bought gasoline and diesel at 300 rubles per liter for a total of 600 million rubles. Verstka found the relevant information on the state procurement website.
According to the tender documents, the fuel was purchased for the period through the end of 2026 from a single supplier, without competition. The seller was TES, the largest gas station chain in Crimea; an investigation into fraud in state procurement involving its co-owner and former president Sergey Beim has just been completed.
The procurement documents include a commercial offer from TES stating its readiness to provide “unconditional and guaranteed refueling with quality fuel.”
The commercial offer and the state contract itself list the price as 300 rubles per liter for AI-95 gasoline and diesel fuel, which is close to the cost of gasoline on Crimea’s black market. Krymekoresursy received this offer on July 7 and carried out the procurement the same day.
In the contract, signed by the operator’s CEO Anton Gumen, this method of fuel procurement is justified by the state of emergency regime currently in effect in Crimea.
