This was reported by Mozhem Obyasnit (designated a foreign agent), citing sources in diplomatic circles and the presidential administration.

According to the outlet, for trips to “unfriendly” countries, people may be allowed to leave only as part of tourist groups of no fewer than ten people, with escorts and along a pre-approved route. The ministry says this is for the “safety of Russian citizens.”

At the same time, exit visas are planned to be made mandatory for all foreign travel. “The way it is now, where you buy a ticket and fly out, should not exist. The state must give permission,” said a source familiar with the discussion of the initiative.
