Former Moscow State University postgraduate student and anarchist Azat Miftakhov has been imprisoned since February 2019. First, Miftakhov was accused of preparing an attack on a United Russia office, and when he finished serving his sentence, he was immediately detained again under the article on "justifying terrorism" and convicted once more.

In April, Miftakhov was transferred from a prison in Ulyanovsk region to IK-18 Polar Owl penal colony, located in the settlement of Harp in Yamal. The next day, Miftakhov was forced to clean toilets. When he refused, colony staff and other prisoners pinned him down, then began beating him and torturing him with electric shocks.
