The Digital Development Ministry proposed requiring hosting providers to introduce mandatory client identification via Gosuslugi

Two sources in the hosting provider market told Kommersant about this.

This concerns all services they provide. Starting in September 2026, a similar requirement will also apply to domain administrators in the .ru, .рф, and .su zones; it предусматривает identification via the Unified System of Identification and Authentication when registering or renewing a domain.

Right now, providers use a simplified scheme, meaning registration by email and, for example, identity confirmation through a payment made with a Russian bank card, a source from the industry told the publication.

But the Digital Development Ministry has decided to return to the proposal of mandatory linking of the user to an account on Gosuslugi, “so that each allocated IP address is tied to a specific user with a verified account.” The ministry had already put forward this initiative in 2023.

A Kommersant source in the IT sector points to problems for foreigners, for whom identification through Gosuslugi could become a barrier. According to him, the initiative may deprive them of the ability to manage products they rented from a hosting provider, threatening loss of access to them.

Also, some owners may lose the ability to renew or transfer their domains. The publication’s source sees the only way out as transferring the domain to a company or intermediary in Russia.
