The EU imposed sanctions on VK and Max’s developer

This is stated in the EU’s updated sanctions list.

The list, in particular, includes VK’s subsidiary “Communication Platform,” which developed the state messenger Max.

LLC “Communication Platform” provides technical support for repression against civil society and the democratic opposition, including by facilitating and contributing to the commission of such actions,

the document says.

VK is also on the list. The stated reason is that the company is the parent structure of the operator of the state messenger Max.

The EU document says that the development of Max was overseen by the FSB, and that the application itself has broad surveillance capabilities and can, in particular, monitor users’ communications:

The rollout and promotion of the Max application by the Russian state was accompanied by pressure on other independent applications and their blocking, including WhatsApp and Telegram, as well as a campaign to restrict the use of VPNs, which allowed users to access content blocked in Russia.
