According to Interfax, Russian presidential aide Yury Ushakov said this in response to a question about the prospects for resuming negotiations. According to him, for progress in the talks, Ukraine must withdraw its troops from Donbas. This is a longstanding Russian demand.

Ushakov said.
According to him, “everyone understands all this,” so “trying to convince each other is largely a waste of time.”
