"Madam Congresswoman, it is not within my authority to talk about sanctions, but I can talk about the U.S. Army, which has supported and stood with the Ukrainians from the first days of the war.

I have been to Kyiv, I have spent a lot of time with the Ukrainian leadership. They have fundamentally changed how people take part in conflict. They have done absolutely incredible work in innovation.

And I am saying publicly, on the record: we are learning a great deal from them, we are changing in line with the lessons they have taught us.

I cannot answer your specific question, but I can say that the U.S. Army has stood with Ukraine from the very beginning."

The question came from Congresswoman Marcy Kaptur (Dem.). She asked Driscoll about sanctions: what kind of policy is it when sanctions are lifted and reimposed back and forth, and what is the Trump administration even trying to do?

Driscoll did not answer on the sanctions, but he made clear that the U.S. Army, for which he is responsible, firmly supports Ukraine.

After Driscoll’s answer, Marcy Kaptur said the following:

"I will do everything I can to help you, let me know what you need. Because I think what is happening with this administration regarding our historic relationships is horrifying. And I have never seen anything like this in my career, and I have had a long one."

As for Marcy Kaptur’s long career, that is true. Marcy was first elected to Congress in 1983; she has been there through Reagan, Clinton, Bush Sr. and Bush Jr., and throughout all that time she has continuously held her seat, already 43 years, which is a record among women.

And it is true that nothing like this has ever happened in all of foreseeable U.S. history.

But what is interesting is that Driscoll is a friend and protégé of JD Vance, as you know.

Driscoll’s statement came after Vance’s remark that ending aid to Ukraine is one of the main achievements of the current administration.
