The Labor Ministry proposed requiring Russian companies to hire more people with disabilities, including participants in the war in Ukraine
Verstka noticed the ministry’s draft resolution.
It proposes changing the rules, approved in May 2024, for employers to fulfill quotas for hiring people with disabilities and concluding contracts with them.
At present, authorities in Russian regions set their own quotas for hiring people with disabilities. But a separate quota applies to each company branch in different regions. In particular, in Moscow, a company with 100 or more employees (in the regions, 35 or more) must allocate 2% of jobs for people with disabilities.
The Labor Ministry’s draft resolution says these quotas should apply not only to branches and representative offices, but also to companies’ “other structural units.”
