Ban on betting for minors and debtors postponed until autumn — the bill has not moved for more than two years

Consideration of a bill banning bets with bookmakers for minors, debtors, and legally incapacitated people has been postponed until autumn at the request of the Finance Ministry, Kommersant writes, citing a source.

A letter from the ministry to Deputy Prime Minister Grigorenko shows that the department is concerned the bill could reduce the number of players by 30% — which, in turn, would lead to the budget missing out on up to 27 billion rubles in tax contributions.

In addition, the Russian Sports Fund could also lose out on 14 billion rubles in revenue. The letter also says that state systems for checking debtor status may not be able to withstand peak loads of 13 million requests per day.

As the publication notes, the bill was introduced by a group of senators in March 2024, and it has not advanced beyond the first reading in the State Duma.
