A new youngest participant has been added to Russia’s list of terrorists and extremists. He is 14 years old

On July 30, Viktor Kalinin from St. Petersburg was added to Rosfinmonitoring’s list of terrorists and extremists. He turned 14 three months ago. This was reported by a Telegram channel that tracks updates to the list.

Apparently, this is the teenager who was detained in early July for setting fire to a railway relay cabinet.

The human rights project First Department commented on Viktor Kalinin’s addition to Rosfinmonitoring’s list as follows:

“Minors are the fastest-growing category in the register of ‘terrorists and extremists.’ Since the start of Russia’s full-scale invasion of Ukraine, the share of teenagers among new entries in Rosfinmonitoring’s register has grown more than eightfold. Now every twelfth person on the list is a minor, and the practice of persecution has dropped to the lower boundary of criminal liability, 14 years old.”
