Russia’s technological leadership will no longer be assessed by how much its products surpass foreign counterparts
When assessing the country’s technological leadership, the Russian authorities want to move from comparing the characteristics of domestic and foreign high-tech products to calculating fulfillment of the production plan for those goods. Verstka drew attention to the relevant draft order by the Ministry of Industry and Trade, published on the portal for draft regulatory legal acts.
At present, under a government resolution adopted in December 2025, technological leadership is defined by the “level of technological independence” and the “level of technological superiority of priority high-tech products over foreign counterparts.”
In the new draft order, the second indicator will be replaced by “product competitiveness,” which will depend on meeting planned targets for output and sales of Russian goods, as well as their quantity mentioned in national projects.
As a result, technological leadership will be calculated according to the levels of “technological independence” and product “competitiveness,” without comparing the characteristics of Russian and foreign high-tech products.
🟪At present, the calculation of Russia’s technological leadership takes into account “priority high-tech goods,” the list of which is determined by federal authorities, other state bodies, or organizations. This definition may include medicines, medical devices, machine tools, electronic, radio-electronic, and chemical products, as well as seagoing vessels, aircraft, and unmanned aviation systems.
