The Digital Development Ministry has lifted restrictions on mobile internet and SMS operation in Moscow
"Telecom operators are restoring subscribers' access to their usual services. For now, a 'whitelist' of websites is operating; from 13:00, all resources will be fully available," the ministry said.
But it noted that "in the event of direct security threats," restrictive measures may be "introduced selectively."
