The fee for adding smartphones to the IMEI database may fall on Russians.

Telecom operators have asked for the fee charged for adding mobile devices to the IMEI database (a unique subscriber number for a mobile device) to be transferred into a special fund, whose money would go toward developing communications networks and import substitution for critical infrastructure. According to Izvestia, they sent this proposal to the Ministry of Digital Development. The IMEI database is planned to be created in order to fight scammers and “gray” imports. Experts warn that in practice the fee will fall on users or sellers.
