Telecom operators have proposed to the Digital Ministry a scheme for making extra money from Russians.

In 2026, Russia wants to introduce registration of all phones and other gadgets by their IMEI code. Initially, this was invented for... ensuring Russians' safety from fraudsters.

Major telecom operators proposed that the Digital Ministry create a special fund for network development and import substitution and fill it through paid registration of devices.

Devices not entered into this database will not work on Russian networks: operators will simply refuse to service them.

The operators say they do not have enough money to switch to domestic equipment and develop networks, loans are expensive, and investments have to be cut.

Formally, this will be a “smartphone tax” that will be built into the cost of the device, making it more expensive.
