Authorities want to require Russian companies to hire more disabled “SVO veterans”

Russian authorities plan to require businesses to hire more people with disabilities, including participants in the war in Ukraine, across all of their divisions; Verstka noticed the corresponding draft resolution from the Ministry of Labor.

The document, in particular, proposes changing the rules for employers to fulfill hiring quotas for people with disabilities and conclude contracts with them, which were approved in May 2024.

At present, regions set hiring quotas for people with disabilities that employers are required to comply with. At the same time, each company branch in different regions currently has a separate quota.

The Ministry of Labor’s draft resolution says that these quotas should apply not only to branches and representative offices, but also to an employer’s “other structural divisions.”

Thus, the Ministry of Labor proposes introducing quotas for people with disabilities in every store, office, and workshop of companies in different regions, former Moscow City Duma deputy and lawyer Yevgeny Stupin and representatives of the labor rights project “On Equal Terms” explained to Verstka.

“On Equal Terms” notes that the Ministry of Labor’s new requirements are “not concern for disabled people, but a systemic tightening.” In particular, businesses are not compensated for the costs of creating special workplaces, adapting infrastructure, and providing support for people with disabilities, nor are they given decent tax deductions for this.

“From September 1, 2026 (the date the draft enters into force if adopted. — ed.), every warehouse, store, or workshop with a sufficient number of employees will be required to have a disabled person on staff, with priority given to combat veterans, above all SVO participants,” “On Equal Terms” sums up.
