In January-July, Russia’s budget deficit exceeded 6.4 trillion rubles — that is, 2.8% of GDP. According to the Finance Ministry’s preliminary estimate, compared with the same period last year the deficit increased by 1.8 trillion rubles.
“The high deficit figures are mainly due to the advance financing of expenditures,” the ministry explained.
The 2026 budget law provides for a deficit of 3.7 trillion rubles, or 1.6% of GDP.
The Deficit Arrived Before The Excuse
