Special prosecutorial oversight over military registration for conscription and mobilization will be introduced in Russia. This is stated in a draft order by the Prosecutor General’s Office published on the portal for draft normative acts, as discovered by Verstka.

The new document, “On the Organization of Prosecutorial Oversight over Compliance with Legislation in the Sphere of Military Registration and the Conscription of Citizens for Military Service,” is intended to replace the old directive of the Prosecutor General’s Office from 2000.

The draft order indicates that prosecutors at all levels will inspect military registration work at federal, regional, and local authorities, as well as at employers and higher and secondary educational institutions. Overall, prosecutors will oversee the entire process of registering those liable for military service, from storing personal cards to granting deferments from mobilization.

Aleksei Tabalov, founder of the “Conscript School” and a human rights advocate, told Verstka that if adopted, the order will strengthen oversight over military registration at all stages.

“Prosecutors will come to organizations more often and check how military registration is organized. Before, this practically never happened; now it will. Also, prosecutors will now ‘terrorize’ the cops over whether they are making sufficient efforts to track down draft dodgers. Accordingly, police activity in this area may increase. But whether they will really try that hard, I don’t know. The cops have enough problems of their own, and on the contrary, they are short on people,” Tabalov says.

The strengthening of prosecutorial oversight over the military registration system “makes citizens’ attempts to somehow disappear from military commissariats’ radar futile,” the lawyer says.

At the same time, according to Tabalov, the Prosecutor General’s Office draft order also has positive aspects. For example, special oversight will be introduced for conscripts who were discharged from the army immediately after conscription for health reasons.
