Two sources in Moscow familiar with the discussions around compulsory conscription told the newspaper this.

According to them, there are "no signs at all" that Vladimir Putin has decided to "give the order for a new mass mobilization."

A senior Western official also told The Guardian that there are no signs that such a decision has been made.

According to the newspaper’s sources familiar with the Kremlin’s position, the Russian authorities currently prefer to increase the number of people voluntarily signing contracts with the Defense Ministry rather than carry out a new mobilization, which allows them to avoid the political risks associated with compulsory conscription.

At the same time, there are also difficulties with recruiting contract soldiers.

"Last year it was easier. Now it is becoming more and more difficult," an employee of an organization involved in recruiting servicemen in one of Russia’s central regions told The Guardian.

He claims that his company must send 20 to 30 men to the war every month. Employees are paid bonuses for exceeding the target. If they fail to recruit that many, they can be fined.
