The EU has approved a 90 billion euro loan for Ukraine and a 20th package of sanctions against Russia.
The formal written procedure has already been launched, Cyprus's representative to the Council of the EU said, according to Radio Liberty's correspondent. The procedure is expected to be completed tomorrow afternoon.
