A new head has been appointed in the Belgorod Region: Airborne Forces General Alexander Shuvaev, who has almost no management experience. Neither military analysts and war correspondents interviewed by Verstka nor the Defense Ministry’s official resources were able to say anything noteworthy about him.
In the Irkutsk Region, where Shuvaev had worked as vice governor since January, he did not leave much of a mark either. “I know he drinks,” one of the political strategists who had worked on that region told Verstka.
“He didn’t manage to distinguish himself here in any way. He worked for a couple of months, and then he was pulled out. [Irkutsk Region Governor] Kobzev had announced that he would be responsible for work with veterans. But since then, no significant initiatives or any other activities have been noticed behind him,” a State Duma deputy working in the Irkutsk Region assessed his work.
In Shuvaev’s case, a general who is almost unknown specifically as a serviceman is receiving a governor’s post “to grow into.” In Belgorod, people are awaiting him with open apprehension.

This is definitely worse than Gladkov, but we have no option except to accept him now,” a Belgorod businessman told Verstka after learning of Shuvaev’s appointment.
