This was stated by Russian Deputy Foreign Minister Pankin; his words are reported by The Insider:
"There is an invitation to attend at the very highest level, but we will see closer to the date. God knows what will happen before then," Pankin said.
At the very highest level means an invitation for the president.
The last time Putin took part in a G20 summit in person was in 2019. Since 2022, Putin has become "unable to travel" because of the invasion of Ukraine, and Russia has been represented by Lavrov (except in 2025, when Russia was represented at the summit by Deputy Head of the Presidential Administration Oreshkin).

Oh... and it is not exactly news that Trump is trying in every possible way to cozy up to Putin. And it is not as though it is certain that Putin will go. And it is true that so much can still happen before December. But still, the aftertaste from this news. Ugh...
