The outlet reports this, citing two sources.

According to them, the introduction of an additional charge for consumption of more than 15 gigabytes of international traffic per month is planned to be moved closer to autumn; another RBC source says the fee may be introduced after the State Duma elections on September 18–20.

As Kommersant notes, there is currently no document specifying the deadlines and setting out operators’ obligations for introducing these measures.
