“Whitelists” of websites have been introduced in almost 90% of Russian regions

The use of website “whitelists” on mobile internet has been recorded in at least 74 of 83 regions, not counting annexed Crimea and Sevastopol and the occupied territories of Ukraine, or in 89% of the constituent entities of the Russian Federation, the Na svyazi project told Verstka.

“"Whitelists" have been recorded in 74 regions of Russia. This means that during mobile internet shutdowns, only certain selected resources remain accessible. In fact, even the "whitelists" work unstably, and in the same region they may be available in one city but not in another,” a representative of the project said.

He also noted that the introduction of “whitelists” was announced on September 5, 2025, but they did not appear across the entire country at once and were introduced gradually. Even now, the project notes, there is not enough data to confirm the introduction of “whitelists” in the remaining regions.

The project has no data on their use in the Altai Republic, Ingushetia, Kalmykia, Tuva, Chechnya, Magadan Region, the Jewish Autonomous Region, and the Nenets and Chukotka autonomous okrugs. Na svyazi does not analyze the situation in annexed Crimea and Sevastopol or in the occupied “DPR,” “LPR,” and parts of Kherson and Zaporizhzhia regions.

“The situation with the introduction of "whitelists" is generally quite strange: there are still no clear criteria or mechanism for including resources in these lists. The authorities said they would include critically important services, but for a long time they refused to include resources for diabetics, as well as the Emergencies Ministry app, even though these are vital resources,” Na svyazi says.
