Putin authorized the introduction of “temporary administration” at infrastructure facilities whose owners fail to ensure their security

This is stated in the decree on “measures to ensure the security of critical infrastructure facilities.”

According to the decree, the authorities will be able to introduce temporary administration at infrastructure facilities whose owners “do not take security measures” under “conditions of external threats.”

Temporary administration may also be introduced if the restoration of such facilities is delayed.

This concerns, in particular, fuel and energy facilities, industrial sites, life-support facilities, logistics, nuclear energy, and communications.
