Most teenagers convicted of terrorism were deceived and should be held separately, says Moscow children's ombudsman Olga Yaroslavskaya
According to the ombudsman, minors who acted under the influence of criminals should not be mixed with children serving sentences on serious charges in penal colonies.
The children's rights commissioner stressed that some minors commit crimes for ideological reasons or for money (this is a very small percentage). They should be separated from children who broke the law without understanding what they were doing.
The ombudsman proposed placing such teenagers in separate colonies.
