According to her, the schoolboy showed a picture or a video to other children or their parents. After that, they filed a complaint against him.

In Russia, administrative liability can only be applied from the age of sixteen, so the case should be dropped. However, police forwarded the materials to the juvenile affairs commission.

It reviewed them, and under the protocol for “LGBT propaganda,” the schoolboy was issued a warning. Under the protocol for displaying extremist symbols, the commission members decided that the child was “subject to correction” and raised the issue of transferring him to a special closed-type educational institution.

If such a decision is made, the schoolboy will continue his studies at a boarding school for juvenile offenders.

“The boy was an excellent student, and his record was good, and then something just clicked a little, hormones kicked in, he wanted to joke around somewhere, tell something. Adults decided that this was bad-bad-bad, that he was propagandizing something,” the child's lawyer said.

She filed appeals in court against the commission's decisions.

“He did not pursue any goal of propaganda, he does not even know what that is. A joke for the sake of a joke turned out like this. The child did not think about the consequences, and our system just took off and started working,” the lawyer added.
