Vertically integrated companies (VICs), hiding behind state interests, pushed independent small businesses out of Russia’s petroleum-products market back in the 2010s. When it became clear that distributed capacity could protect the industry from vulnerability during a crisis, the authorities decided to buy modular plants in China. But whereas 15 years ago private business provided market diversity, now the new capacity is being handed over to the same oil giants.
