Western officials told the outlet this.

"By our estimates, the gap between the number of people Russia is losing as a result of combat operations and the number it is able to recruit is now about 6,000 people per month," one of the outlet’s sources noted.

He claims that this is precisely why Vladimir Putin has intensified the offensive and begun striking civilian infrastructure and the population of Ukraine.
