TASS quotes the Russian Foreign Ministry’s statement. The ministry said that “the Russian Armed Forces are beginning the systematic delivery of strikes on Ukrainian defense industry enterprises in Kyiv.” The reason given for the attacks is the “strike on Starobilsk.”

The Russian Foreign Ministry said the military also plans to “strike decision-making centers and command posts,” the news agency writes.

According to the Foreign Ministry’s statement, the Russian authorities advised foreigners to leave Kyiv and told city residents not to approach military and administrative infrastructure facilities.
