🟧 The head of Kaliningrad’s administration refused to approve a rally against delays in the construction of a school and kindergarten, poor roads, and chaotic development. The official saw “discrediting the authorities” in the application. She suggested that residents “eliminate the inconsistencies” and submit the application again.

🟧 In Petropavlovsk-Kamchatsky, a court fined communist Andrei Kalinin 20,000 rubles. The reason was “organizing an unauthorized protest.” Security officials insisted that Kalinin had staged a picket against the blocking of Telegram together with two other people; as a result, the court deemed the action a “hidden form of a public event.” Kalinin himself told the court that the people near him were a random passerby and a woman who had given him a ride to the site of the protest.

“The police are trying to present what happened as an action allegedly carried out not by one person, but by ‘two or more people.’ At the same time, the law does not restrict a picketer from communicating with passersby,” the Kamchatka branch of the RCP(i) explained in a statement.

🟧 In Irkutsk, local Yabloko leader Grigory Gribenko was arrested for 12 days. He is accused of disobeying police; yesterday afternoon, his home was inspected under the pretext of searching for drugs.

Earlier, he was forcibly sent for a drug test: a state laboratory found traces of marijuana, while a private clinic did not. Gribenko himself says the persecution is the FSB’s revenge for his attempt to hold a rally against the blocking of Telegram.

🟧 In Moscow, four members of the Scarlet Swan movement who were planning rallies against online shutdowns have gone missing. On April 18, they stopped responding to messages. One of them, Sofia Chepik, was arrested two days later for 15 days under the article on petty hooliganism.
