The State Duma allowed the seizure of property from Russians who left the country for actions "against the interests of the Russian Federation"

State Duma deputies passed in the second and third readings a bill that allows the Russian authorities to administratively prosecute relocated Russians for actions against the "interests of the Russian Federation."

Such actions by individuals, writes Mediazona, are understood to mean the following articles of the Russian Code of Administrative Offenses:

Articles 13.14.1 and 13.15 (spreading "fake" information and abuse of media freedom);

Articles 13.36, 13.37 and 13.48 (violations in the field of IT and communications);

Article 17.13 (dissemination of information about protected persons);

Article 19.34 (failure to comply with requirements for "foreign agents");

Parts 3–5 of Article 20.1 (disrespect toward the authorities and society);

Article 20.29 (distribution of extremist materials);

Article 20.33 (participation in the activities of an "undesirable" organization);

Articles 20.3.1, 20.3.2, 20.3.3, 20.3.4 (incitement of hatred, calls to violate Russia's territorial integrity and impose sanctions, as well as "discrediting" the army).

Under the new bill, security forces will be able to seize the assets of Russians who left the country when drawing up a protocol, justifying this as an interim measure, the outlet уточняет.

To do this, the authors of the bill proposed amending Article 27.20 of the Code of Administrative Offenses on the seizure of property of legal entities and applying such interim measures to individuals.

At the same time, the authorities had previously been able to issue Russians fines in absentia for "discrediting the army" or ties to an "undesirable organization" — the place of the violation was deemed to be the place where the offense was discovered, and the offense itself was described as "ongoing," the outlet notes.

The bill, meanwhile, stipulates that if an offense is committed abroad but falls under the list of the above-mentioned articles, that is an official basis for opening proceedings.
