Russia’s Finance Ministry has changed its mind about limiting cash deposits via ATMs

“It is no longer under discussion. There are no such plans,” Deputy Finance Minister Alexei Moiseyev told journalists (quoted by RBC). Moiseyev did not explain why the Finance Ministry abandoned this initiative.

At the beginning of 2026, it became known that the Finance Ministry had prepared amendments banning cash deposits of more than one million rubles via ATMs of a single bank. At the time, it was assumed that the restrictions would be introduced in the fall of 2026.

Plans to limit cash deposits via ATMs in Russia were announced shortly after Russian President Vladimir Putin demanded in late 2025 that officials “restore order” in the area of controlling cash circulation.

In the spring of 2026, internet access began to be restricted in various regions of Russia. During such outages, it is often impossible to pay for purchases by card, use ATMs, or use banking apps.
