Andrei Kartapolov said in an interview with Parlamentskaya Gazeta that neither Ukraine’s Verkhovna Rada nor the presidential office are among the “decision-making centers” that Russia has threatened to strike.

First of all, the Verkhovna Rada is not a decision-making center, just as, for example, the State Duma is not one in Russia. After all, deputies do not control the troops and do not decide where and when strikes will be carried out. The same can be said about the office of the president of Ukraine. We all understand that Zelensky does not show up there. He sits in a bunker, and in his office there are two security guards and five cleaners. Is there any point in spending expensive ammunition on what is essentially an empty place?

According to Kartapolov, “decision-making centers” can include protected command posts of the Ukrainian Armed Forces and security agencies, but “it must be understood that they are not located in central Kyiv.” “These are concealed, well-fortified sites. And our task is to identify them and expose them using the weapons at our disposal,” Kartapolov added.

After a Ukrainian Armed Forces strike on a college in Starobilsk in the annexed part of the Luhansk region, Russia’s Foreign Ministry threatened that the Russian armed forces would strike defense enterprises, “decision-making centers,” and command posts in Kyiv.
