Kartapolov explained why strikes cannot be carried out against the Verkhovna Rada

Andrey Kartapolov, head of the State Duma Defense Committee, said that Ukraine’s Verkhovna Rada is not a “decision-making center” and therefore cannot be considered a target for strikes.

According to him, the Ukrainian parliament, “just like the State Duma,” does not make decisions on the conduct of military operations and does not command troops. The lawmaker gave the same assessment of the Office of the President of Ukraine.
