As of September 1, any Russian can open a digital account at a bank in order to pay and make transfers in digital rubles. All of this is more выгодно than doing the same with cash or non-cash rubles. In addition, the authorities promise to add offline payments in digital rubles, without the need to connect to the internet. Sounds not bad, if not for one thing:
“The Central Bank will fully control the issuance and circulation of the digital ruble, which will make oversight of the spending and income of citizens and businesses easier. If banks monitored this in non-cash payments, then in the case of the digital ruble the authorities will shift oversight entirely onto themselves. In addition, the technology can be used to tighten repression: for example, it can be used to restrict transfers to ‘foreign agents’ or the spending of election candidates.”
