State Duma passes at first reading a bill on penalties for illegal mining

It is proposed that mining and the provision of mining infrastructure services by persons who are not included in the relevant registers, if such actions caused major damage to citizens, organizations, or the state, or were associated with receiving large-scale income, will be punishable by a fine of up to 1.5 million rubles.

If the crime is committed by an organized group or causes especially large-scale damage, the punishment will include up to 5 years in prison with a fine of up to 400,000 rubles or in the amount of income for a period of up to six months.
