Speakers from the factions, while discussing the Duma’s petition to the international community, spoke passionately but incoherently, mixing up the Socialist International with the propaganda neologism Sovintern. They called for those responsible for the shelling of the college on the night of May 22 to be condemned by name and then punished, but did not name anyone themselves. Here is how the discussion went, and how the speakers lied.

🔸The text of the appeal explains the strike on the college near Luhansk by saying that the “Zelensky regime, suffering defeat on the battlefield and clinging to power, is trying to distract Ukrainian citizens and the world public from a major corruption scandal.” In fact, as MO wrote, the situation at the front for the AFU is better than at any point in the last two years: the Russian offensive has been stopped.

🔸The appeal says that the “Kyiv regime turns educational institutions, residential buildings, and hospitals into objects of terror.” Russia does not acknowledge the killing of Ukrainian civilians. But according to UN data, as of May 2026, since the start of the full-scale war at least 15,850 civilians have been confirmed killed (including 791 children), and another 44,809 have been wounded.

🔸The deputies stressed that it was specifically children who died. “Our children died, sleeping children,” lamented LDPR leader Slutsky (pictured). Communist deputy Ostanina’s words implied there was symbolism in this, since the shelling happened “on the eve of Children’s Day” (but it is observed on June 1). Under the UN Convention, children are people under 18, whereas the ages of the dead were from 17 to 22. Ostanina said that this is how Nazis and fascists act in Gaza (meaning the Israeli army), and in Iran, where “American-Israeli aggressors killed 160 girls in a school” (although Israel had nothing to do with that strike).

.🔸Because of the “monstrous nature of the crime,” retaliation must be severe, Slutsky insisted, and there would be no limiting lines. He called for “considering strikes on the bridges across the Dnipro, to paralyze railway traffic in Ukraine.” So that “trains carrying deadly weapons from Poland” would not go there. And also to bomb Boryspil airport.

.🔸“Victory will be won over the regime” in Kyiv, said the Duma’s chief international affairs man, “victory has been won by the force of Russian arms.” His speech became less and less coherent: “We as the State Duma must condemn and must lead, sensibly, condemnation on a global scale.” His words imply that the parliaments of France and Germany are already ‘condemning’ it, but there have been no such reports.

🔸During the discussion of who might support Moscow, the deputies got confused. United Russia member Vyatkin suggested: “Our colleagues worked through the Socialist International — that is where we need to speak.” But then A Just Russia member Novichkov asked for the floor and contradicted his colleague: “The Socialist International is bankrupt — the LGBT agenda is more important than workers’ rights. We are creating Sovintern” (its forum was held in Moscow a month ago). A Just Russia had been part of the Socialist International since the mid-2000s, until it was expelled in 2022 for supporting the invasion of Ukraine. Vyatkin also called for those responsible for the attack to be condemned by name, but did not name anyone.

The resolution was approved by 404 votes (out of 450), but, judging by the broadcast, many seats were empty.
